Best available technologies in municipal wastewater management
Summary
On the basis of developing amendments of the Russian environmental legislation and analyzing the international experience the basic principles of applying the concept of best available technologies (BAT) to municipal wastewater management were developed. Twelve groups of best available technologies are suggested covering the entire range of economically achievable engineering and organizational measures carried out by water and wastewater utilities to minimize the environmental impact. Within these groups specific definitions of the best available technologies were set forth.

Hydraulic model in the water distribution network operation control in the city of Saint-Petersburg
Summary
The experience of Saint-Petersburg Vodokanal applying hydraulic models of the water distribution network in tackling most complicated technical problems is described. The process of establishing a comprehensive system of water supply management includes multioption hydraulic calculations and assignment of the control points to control the operation of pumping stations. The investigations of the network resistance are carried out, models are specialized and new simulation trends are developed. The development of information systems that supply the initial data for the models as well as data exchange provide for improving the accuracy of the calculation results and introducing new calculation types.

The experience of the North wastewater treatment plant development and upgrade
Summary
The 25-year experience of operating and developing the North wastewater treatment plant in Saint-Petersburg is described. The stages of upgrading the wastewater treatment plant are presented: the first stage – complying with the Helsinki Recommendations on Baltic Marine Environment Protection (HELCOM) with regard to elimination of nutrients (nitrogen and phosphorus) from wastewater; the second stage – step-by-step 100% treatment of municipal wastewater from the combined sewage system by 2015 to comply with the HELCOM regulatory guidelines; the third stage – reduction of the volume and utilization of wastewater sludge. The improvement of the wastewater treatment plant provided for the upgrade of the facilities and equipment for wastewater mechanical treatment, sludge disposal, pretreatment of sludge mix before dewatering and other measures.

Bioelectronic system of monitoring the quality of gas emissions of a wastewater sludge incineration plant
Summary
In 2010 the Russian Academy of Sciences Research and Development Centre for Environmental Safety in St. Petersburg (RASRDCES) under the contract with GUP St. Petersburg Vodokanal developed and commissioned a bioelectronic system of monitoring gas emissions of the incineration plant where the sludge from the South-West wastewater treatment facilities was subject to incineration. As a result an indigenous biological monitoring station was developed and commissioned that was based on the long-term real-time monitoring of the functional status of the biological indicators, i. e. pulmonary shellfish – Achatina fulica and Achatina achatina giant African snails. The station provides for continuous in-process monitoring the dynamics of gas emissions of the wastewater sludge incineration plant with the help of the bioelectronic system based on the developed in RASRDCES noninvasive methods of monitoring the functional status of the shellfish that is acting as a biological indicator.

The concept of water and wastewater utilities upgrade management
Summary
Basic reserves of improving the efficiency of water and wastewater utilities are summarized. The concept of water and wastewater utility upgrade management is substantiated and three main stages are identified, i. e. demand management; dynamic engineering investments in the upgrade of water treatment, power equipment and shabby pipelines with the involvement of targeted debt financing; sustainable development with equity financing. The expediency of the upgrade budgetary financing is considered.
