Hamburg – St. Petersburg: cooperation in water sector

Summary

The information on the cooperation between municipal water utilities – Hamburg Wasser and State Unitary Enterprise «Vodokanal of St. Petersburg» is presented. St. Petersburg is an economic, research and cultural centre, major transport hub and big sea port of the North-Western region of Russia. The city produces a substantial impact on the environment and water quality of the Baltic Sea. Hamburg is the second big German city and one of the biggest European ports. Hamburg and St. Petersburg since long have been bound by trading relations that provided for establishing the first German-Russian commonwealth of twinned cities. At present this background forms the framework for the cooperation of Hamburg Wasser and Vodokanal of St. Petersburg, the companies that provide for drinking water supply, wastewater disposal and wastewater sludge utilization. In this respect mutual exchange of experience in the field of operation upgrade and optimization, improvement of operation and power efficiency of the public water supply and wastewater networks and facilities as well as in the field of improving the existing regulatory framework is of high value. The requirements to the protection of the water bodies are extremely high for both companies, therefore both in Hamburg and St. Petersburg large-scale wastewater collection systems are under construction. All the Hamburg Wasser water and wastewater treatment facilities are fully independent of external power supply. At present in Vodokanal of St. Petersburg energy optimization of the pumping stations and upgrade of the wastewater treatment facilities operation are carried out.

Criteria for evaluation of the «Samarskie Kommunal’nye Sistemy»’s activities for 2012–2015 period

Summary

The data on the activities of «Samarskie Kommunal’nye Sistemy» LLC in achieving the criteria set in the municipal property – Samara water supply and wastewater disposal systems – leasing contract of March 14, 2012, for three years are quoted. The criteria include: reduction of the failure rate of the water supply system; reduction of sewer blockages; reduction of the specific power consumption in water supply; reduction of the specific power consumption in wastewater disposal; reduction of water losses. The actual data on the operation of «Samarskie Kommunal’nye Sistemy» LLC for 2012–2015 period proves conclusively that all the five criteria of the technical performance indicators set in the leasing contract have been fulfilled by the target date. The amounts of finance and measures that provided for meeting the requirements of the tender application are presented.

Definition of Structure of Unaccounted Water Consumption by Zoning Method

The experience in investigation of the zones of controlled quantity of flow in a water supply system is considered. Major factors of unaccounted consumption and losses of water at the municipal enterprises are described. The technique of reduction of losses with the help of zoning of a distribution network is offered.

The prospects of improving the energy efficiency of boosting pumping stations

Summary

«Samarskie kommunal’nye sistemy» LLC has been providing cold water supply, wastewater collection and treatment on the territory of the Samara urban district. One of the main tasks of the enterprise is improving the energy efficiency of boosting pumping stations. For this purpose a comprehensive approach to the selection of the number and trademark of pumping units as well as to the practicability of installing variable-speed drives is required. In contrast to the projected pumping stations with calculating the duty cycle of the pumps, with the existing stations solving the problem of minimizing wasteful energy losses requires studying the established water consumption pattern; determining the required pressure at the pumping station outlet and available pressure in the municipal distribution network. The problem of maintaining optimal pressure at the boosting pumping station outlet shall be considered: constant maximum design pressure; changed as per schedule; depending on the flow rate. Arranging a complete water audit, identifying illegal water consumers and optimizing the operation of block pumping stations with the use of variable-speed drives will provide for the significant reduction of water and energy consumption. The comparison of the dynamics and specific water consumption in separate residential buildings with the operation of the block boosting stations supplying water to separate residential buildings and blocks and with the existing regulation is presented. The diagrams of the specific water consumption patterns and variations in water consumption within 24 hours are given. The conclusions related to the prospects of improving the energy efficiency of the boosting pumping stations operated by «Samarskie kommunal’nye sistemy» LLC are drawn.

The problems and ways of reducing water losses

Summary

The evaluation of the results of investigating drinking water loss reduction in the transportation system is presented. The analysis of the pipeline reliability and actual estimate of unaccounted-for water losses formed the basis of developing a strategy of water loss reduction. The strategy represents a system of controlled administrative and technical measures focused on operating the basic elements of the water supply system so that to minimize the losses during drinking water delivery to the consumer. Four main principles of actual water loss control are presented. The indicators and parameters that characterize phased-in introduction of the water loss management strategy in the Moscow water supply system are given. Implementing the strategy will ensure reducing the amount of unaccounted-for water losses in the Moscow water supply system to 6.8% of the total supply by 2016.

Taking into account the actual conditions of water consumption
in hydraulic designing water distribution networks

Summary

Pipeline hydraulic estimation is a basis of the process and technical-and economic, optimization, in particular, design of water supply systems. Improving hydraulic design of the water distribution networks with due account for the actual water consumption is a topical task; whereas estimation of the water flow rate dependence from free head values is an important and essential basis for calculations. The method of hydraulic design of water distribution networks with account of water flow rate dependence from free head values in the zones of both deficient and excessive head was developed and presented. To account for water losses the correlation factors of total water losses and total consumption, between water loss values in residential buildings and between total water loss values were introduced. The exponents reflecting water flow rate variation at nodal points were introduced. GRS NEW software for the hydraulic estimation of the joint operation of the entire system of water supply and distribution was improved. The software takes into account water flow rate increase at every nodal point depending on the available water head and allows identifying the problem points.
