Ekaterinburg public water supply development strategy

Summary

The strategic plan of Ekaterinburg «Vodokanal» development has been compiled as part of the city master plan. Ekaterinburg «Vodokanal» MUE is one of the designers of the «Development of the water sources, water and wastewater treatment facilities» strategic project. The project provides for upgrading water mains, street and district water networks under reconstruction; constructing new water networks for connecting (utility connection) capital construction projects to the public water supply, as well as constructing and upgrading pumping stations supplying water to the customers. The measures on construction and upgrade of water distribution networks take into account the stages of transferring to the closed hot water supply scheme (in accordance with the heat supply scheme). The set of measures is provided to reduce leakages and illegal water use by introducing the system of on-line monitoring, using special technical devices to detect illegal water connections, organizing consumer education. The project part related to the development of the public water supply is consi­dered in detail.

Return of filter washings and sludge treatment  at the Western Filtration Plant of Ekaterinburg

Summary

In order to abandon discharging polluted filter washings into the water source a system of filter washings treatment in ultrafiltration membranes for reusing was developed alongside with a unit for the treatment of sludge generated at the filtration facilities. The method of ultrafiltration is at the heart of the filter washings treatment technology. Filter washings from the main process line are filtered through special membranes that provide for the separation into clean water (permeate) and concentrate (sludge). The sludge from horizontal clarifiers of the main process line and the sludge from the ultrafiltration unit are removed to the sludge treatment facilities. Precipitated sludge with a moisture content of 98.5% is removed by the scraper system into the sump whereof it is transported further to the belt thickener and then into the chamber filter press. Dewatered sludge with a moisture content of 75% is transported by trucks to the solid waste landfills. The implementation of these innovations provided for the significant reduction of water amount used for own needs; thus, the total water losses do not exceed 1.5%; water abstraction from the water source was also reduced as well as the water supply deficit. The results of the first several months of the ultrafiltration facilities operation showed that the quality of the treated drinking water met the requirements of the sanitary regulation and standards.

A modern laboratory – the most accurate facility  of water quality management

Summary

The accredited Central laboratory of Ekaterinburg «Vodokanal» MUE is carrying out industrial laboratory control of the water qua­lity in the public water supply and wastewater disposal systems in accordance with the requirements of the regulatory documents. The main tasks of the laboratory control at the water and wastewater treatment facilities are as follows – analyses of the raw and treated water quality, quality control of the supplied chemicals, evaluation of the treatment facilities operation at different stages, optimization of the process flows and selection of high efficient chemicals. The objects of the control are drinking water, wastewater, water from the underground and surface water sources, chemicals, wastewater sludge, sludge from the treatment facilities. The objects of the control are analyzed for microbiological, parasitological, virological, general chemical, inorganic, organic, hydrobiological and radiological parameters. The upgrade of the instrumentation stock is described; the information on the advanced analytical instruments used in the Central laboratory is presented.

Chromatography – one of the advanced methods of the multicomponent analysis of highly volatile compounds in water

Summary

Gas chromatography is used in the Central laboratory of Ekaterinburg «Vodokanal» for the control of chloroorganic compounds, phenol and phenol derivants in water. The method is based on the separation of volatile components where inert gas (carrier gas) that flows through the stationary phase with a large surface area is employed as a moving phase. The advantages and disadvantages of the given method as well as the requirements to the carrier gas are presented. In the process of separating complex mixtures comprising components with close chemical and physical properties and mixtures containing many different substances strict requirements to the operation of the chromatographic column are put in the forefront. Packed, capillary and polycapillary columns are used in gas chromatography. Capillary columns without carrier where the stationary phase film is spread on the inner surface of the capillary are meeting all the requirements. This column type provides for the highest separation efficiency compared to the common packed columns. The specific features of the capillary chromatography method provide for the strict requirements to chromatographic detectors designed to detect and measure the number of the components in the moving phase flow at the outlet of the chromatographic column. The data on using different instruments that provide for the accurate results of the analysis within a short time is given.

Firmware consolidated information area

Summary

The aspects of building a firmware consolidated information area with the help of software and hardware by unification and standar­dization both the elements of the given area and their associated interfaces are considered. The basic principle of building a firmware consolidated information area is the integration of applications, data bases, services etc. into a consolidated shell through which the access to all software products of the enterprise is provided. The integration provides for not only accessing the entire set of the information services from any user work place but for solving such problems like consolidation of information for further analysis; one-time data input with the further possible multiple use;  building a hierarchical system to make decisions at different managerial levels of the enterprise. An important element of the consolidated information area (single IT-window) is a corporative portal – the resource that provides for the single sign on for the personalized access to information, services, applications, data, and the team work management. Owing to the organization of IT environment following the principle of a single window at the enterprise a transparent and easy-to-use system of accessing the required software packages and controlling the current state of information technologies for the management and IT department is established.

Strict control as a method of improving industrial effluent quality

Summary

The information on the activities of the water management service of Ekaterinburg Vodokanal that is supervising the quality of the effluents discharged by the industrial enterprises into the public sewer is presented. One of the economic tasks of the water management service is obtaining a financial source for paying off the expenses of the enterprise that are related to the violation of the regulations of effluent quality discharged into a water body. «Vodokanal» MUE is not generating pollution; however the enterprise is compelled by the law to bear the responsibility for the discharge of pollutants into the environment. Therefore charging the customers for exceeding the permissible pollutant concentrations is an important economic task that allows reducing the burden of environmental payments of the enterprise. Tackling this problem successively provided for the situation in Ekaterinburg when the customers ensure meeting the set regulations, take measures to reduce the amount of wastewater discharged into the public sewer (by introducing advanced technologies and industrial wastewater treatment systems), maintain in a worthy condition the on-site sewers.

Economic methods of network renovation  under the conditions of a megacity

Summary

Searching for the methods of rehabilitation of utility networks has become a top priority task for «Vodokanal» MUE in the process of planning the operational program of replacing the old pipelines and carrying out repair works. After the comprehensive analysis of the cost of replacing water pipelines and sewers in the cluttered urban environments it was decided to introduce innovations that could provide for the network renovation with minimum expenses for improvements. The arguments are put forward in favor of the use of trenchless technologies of water and sewage pipelines rehabilitation in the city of Ekaterinburg. During the tests of the technologies their advantages and disadvantages were revealed. The conditions of the economic viability of using trenchless technologies are recommended.

Advanced local warning systems

Summary

Until recently Ekaterinburg «Vodokanal» MUE has been using outdated equipment of the population warning systems with worked out operational life. In this connection it was decided to carry out capital upgrade of the operating warning systems. The settings of the local warning systems provide for monitoring any potential threat at every facilitity and timely warning the persons in charge and population in case of emergency. Beside recording the critical situation and transferring the relative signals the local warning systems can receive signals from other warning systems, compile and store the algorithms of controlling the warning systems at local and facility levels, control the progress of scenarios of population and persons in charge warning and informing, display the state of the communication between the soft-and hardware warning control complexes and connected systems of monitoring dangerous natural and technogenic emergency situations and potentially dangerous objects, public informing systems etc. At present the system of recording and warning about emergency situations all the interested services at the facilities of Ekaterinburg Vodokanal is meeting all the regulatory requirements set to the safety assurance in the process of operating dangerous projects.
